Ghost Fleet - Imperial Project Deep Stream

After roughly one month of deliberation by a secret committee within the Assembly of Nobles, Project ‘Deep Stream’ is approved with only one ‘nay’ vote. Brought before this group by Mavri Petra and elements within the Imperial Military and Government, it was composed of insider knowledge of research they’d sponsored, research that had yielded enzyme ‘HD/ES501’ (Human Derived, Environmental Source) a potential panacea.

Stumbled upon by one Doctor He'osforos, a Mavri Petra asset on earth, during his human experimentation and search for a cure to Maculovirus caeruleus (Cerulean Pox). His testing, after isolating it in a human subject’s blood, found the compound was quite capable of saturating an entire infected bio-system. The agent carried an anti-viral to every potential nook and cranny where a pathogenic organism may hide. However computational models showed it was capable of far more inside a Shil’vati body with potential limitless applications across the bio-medical field. However like all natural resources it is finite with most modeled possible synthetic versions being decades if not centuries away from being possible let alone useful.

The project itself was a mass relocation scheme and the more ‘mild’ of two options that had been presented, the other having called for the complete removal of humanity from their own homeworld in order to protect the precious resource. The approved version aimed at moving the population of humanity from around the pacific rim either into planned acrologies which would take decades to build or into select off world colonies. The motivation on the surface is simple, humanity’s way of living is detrimental to the newly discovered carrier enzyme found within the bodies of Pacific Salmon. Underneath however were various affiliations and linked parties to Mavri Petra who’s holdings and resources had already entangled everything related to the enzyme and the ecology that created it. Groups who stood to acquire unimagined wealth and influence should their control of the key regions of earth become absolute. They only needed to remove any troublesome individuals from the places they had called home since birth.

The logistics of such an undertaking however were daunting, the plan would call for the coerced or forced movement of nearly half of the planet's population. Some into areas where the existing population was hostile to both the Imperium and to the displaced.
