===== Overview =====

The Heavenly Systems of the People's Mandate, or to most of the Sundala Starzone simply the Mandate, is a multi-polar totalitarian society mixing elements of ancient dynastic China with its more modern communist overtones as far as societal control. It is to say that it all boils down to one must serve the state and those that it's power flows through in near totality. 

The hierarchy for this state begins with the head of state known as 'The Eternal Chairman', an odd combination of bureaucrat and imperial god emperor. He effectively acts as the fulcrum and balancing stone for all the competing interests of the various 'Celestial Domains', or system-sector hereditary dynasties, that make up the Mandate.
