Colonial Pact Trade Alliance

A large military and trade confederation founded by four primary human led colonial powers, the Colonial Trade Pact Alliance or 'ColPact' or simply 'The Pact' is the dominate power of its domain. Composed of a multitude of nations and ethnicities general cooperation and peace is maintained by a set of mandated rules each partipating government must follow. The first is that they adopt a elective constutional republican system in order to participate in trading affairs with member states and the second is a general bill of in-alienable rights all member state citizens are guaranteed in all member states. These mandates combined with a general military alliance and cooperative defensive pact make the Colonial Trade Pact Alliance a significant force in both military and economic terms.

However as orderly, peaceful, and generally pleasant the core colonies, inner colonies, and even the outer colonies are there are regions near and generally around Pact space that are less so. Composed of frontier colonies of varying states of construction, population, or disrepair. These can be ruled by anything from a well minded new colony slowly working toward admittance standards to join the Pact, to corporate mining colonies operating outside of the standards of Pact living conditions, to despotic planetary regimes (though this term can be applied to single city colonies) ruled by brigands, pirates, or whomever controls the most power. These areas are considered outside of Pact authority with the exception of certain federally backed colonies and are seldom patrolled. However the lack of authority or regulations can make it quite appealing for those less inclined for their fellow man or adventurers seeking profit and thrill, the latter of which can often find their doom.

Origins

The Pact isn't a natural occurrence of an evolved species taking to the stars nor a normal extension of humanity in it's colonial reach into space. In fact the ancestors of the peoples of the Colonial Pact weren't brought into this region of space voluntarily. Instead they are the product of a powerful and advanced alien race (their names and looks are but legend now) whom's own forms where slowly diminishing due to gradually lowering populations and a decaying genome. Desperate to cure themselves as well as needing a labor caste they turned to earth and its primitive (by their standards) sentients. Abducting nearly a million souls over two centuries, preserving them via cyro-storage systems they brought them back and attempted to do what so many of humanities own had tried, enslave humanity to their own whims. For the first century it worked, their empire saved from a slow decay brought about by their own inability. However this peaceful servitude did not last, the teachings and motivations of men and women stolen from their home world had already taken root the moment they'd been enslaved. The names of Washington, Lenin, and Lincoln and their motivations where soon burned into the alien psyche for what little time they had left as their entire population of slaves revolted.

In less then ten years humanity brought an end to this ancient alien civilization, killing those that didn't flee and taking up whatever technology they could master that was left behind. Some of it was beyond man kind's understanding and quickly faded with the enslaver's deaths. More mundane or common tech however, such as their various pieces of FTL technology remained intact and was soon mastered. With their deaths the enslavers enabled the birth of humanity's first space faring civilization….. and soon conflict would follow.

The Common Colonial Law (CCL) government is a model of standardized governance all participating Pact governments must abide by or emulate. Consisting of three major branches of government, of which two are democratically elected. These two elected councils being the Federal Council on a two year election cycle with a term limit of two before a candidate must wait five years before he can return. The other being the Executive Ministers Office, effectively acting as the head of the executive branch. This branch has a five year term/election cycle and can only be held twice every fifty years. The third branch is the Federal Supreme Judicial Court who's terms are twenty years, the executive branch nominates and the Federal Council approves appointees to this branch.

The Colonial Pact military is a two part affair with the best equipped and funded being controlled by the overall federal authority of the alliance and a second less so equipped but far larger group being employed by each respective member state. This latter group primarily being those forces which these nations employ for their own individual interests, security, and general defense.
